Kenya wanted to create a safe zone. This zone was to stay between the Kenyan border and a group called Al-Shabaab. Al-Shabaab is a group that caused trouble near the border. Kenya also wanted to be a good partner to the U.S. in fighting terrorism.

At first, leaders in Somalia did not agree. Some Somali leaders were worried about Kenyan troops in their land. They even held protests in some towns. But later, leaders from both sides met to talk. They made a plan to work as a team. They wanted to stop the fighting together.
