In 1960, he began to spy for the US and the UK. He gave them many important documents. These papers showed that Soviet missiles were not as strong as they seemed. He also gave details about missile sites in Cuba. This help was vital during the Cuban Missile Crisis. It helped President John F. Kennedy talk with Soviet leaders. Because of this, the world avoided a nuclear war.

Some people believe the Soviets knew he was spying very early. They may have let him continue to find other spies. In October 1962, the Soviet leaders arrested him. He was put on trial and executed the next year. Different stories exist about how he died. One report says he was shot. Another person claimed he was burned. Penkovsky remains a famous figure from the Cold War. He is known for changing the course of history through his choices.
