Navotas is a highly urbanized city located in the National Capital Region of the Philippines. It is a vital part of the CAMANAVA area, which includes Caloocan, Malabon, and Valenzuela. The city is famously known as the "Fishing Capital of the Philippines." This title comes from its massive role in the country's seafood industry.

Navotas is a densely populated coastal area. It sits as a narrow strip of land along the shores of Manila Bay. The city is small in size, covering between 8.94 and 10.69 square kilometers. Despite its small size, it is a major economic hub for the region.

The geography of Navotas is defined by its relationship with the water. To the west, the city meets the open waters of Manila Bay. Its boundaries are shaped by several rivers and channels. These include the Navotas River, the Binuangan River, and the Malabon Channel.

The city also includes islands like Navotas Island and Isla Pulo. Because it is a coastal area, the city uses land reclamation to grow. This process involves adding land to the sea to create more space. The Navotas Fish Port Complex and the Navotas Boulevard Business Park are examples of this. These projects help increase the total land area available for the city.

Navotas is a center for maritime activity and aquaculture. The Navotas Fish Port Complex is the most important site in the city. It is the largest fish port in Southeast Asia. It also holds the title of the third largest fish port in all of Asia.

Beyond catching fish, the city is a center for shipbuilding and repair. The local complex is expected to accommodate 96 vessels for repair work. This industry supports the many people who work in the maritime sector. The economy relies heavily on keeping these fishing and repair systems moving.

The name "Navotas" has a fascinating origin linked to the local landscape. According to legend, a long, narrow delta once ran unbroken along the seashore. Over time, the sea eroded the land between Tondo and this area. This erosion created an opening that allowed water to flow through. The local people called this breached area "butas," which means pierced or breached in Tagalog. This natural channel eventually became the Navotas River. The name of the town evolved from "Nabotas" to the modern "Navotas."

The history of Navotas involves many changes in political status. The movement to separate from the town of Tambobong began in 1827. Locals found it difficult to reach the town center for religious events. They had to cross the Navotas River to conduct business or attend church. On February 16, 1859, a petition was granted to form a new town. This new town included the barrios of San José, Tangos, Bangkulasi, and Tanza.

Later, in 1906, Navotas regained its status as an independent municipality. On June 24, 2007, it officially became a highly urbanized city.

Today, the city is divided into 18 political subdivisions called barangays. These are organized into two main districts. Some barangays have seen major changes in their populations recently. For example, the government has moved people from hazard-prone areas to socialized housing in Barangay Tanza 2.

Other areas, like Barangay San Roque, are known for their local culture and festivals. San Roque holds an annual fiesta every January. During this time, the streets fill with stalls selling local treats like kalamay. This shows how the different barangays contribute to the city's unique character.

The local government manages the city through a mayor-council system. The administration is led by a mayor and a 12-member Sangguniang Panlungsod.

Their primary focus is sustaining the massive fishing industry. They also implement programs for education, health, and social services. The city government works to improve the quality of life through better infrastructure. This includes managing the environment and providing livelihood opportunities for the citizens. By coordinating with national agencies, they manage the growth of this busy coastal city.
