Ramgoolam has led the Labour Party since 1991. His political identity is deeply connected to his family history. He is the son of Seewoosagur Ramgoolam. His father was a foundational leader in Mauritius. Seewoosagur Ramgoolam was the first Prime Minister of the nation. He also served as the sixth Governor-General. The family roots trace back to Harigaon in the Bhojpur district of Bihar. His ancestors migrated to Mauritius during the 1800s.

Before entering politics, Ramgoolam pursued careers in medicine and law. He studied medicine in Ireland from 1968 to 1975. He earned degrees from the Royal College of Physicians and Surgeons in Ireland. He worked as a physician at Dr A.G. Jeetoo Hospital starting in 1985. After his father died in 1985, he almost moved to Canada. Instead, leaders persuaded him to lead the Labour Party. In 1987, he moved to the United Kingdom. He studied law at the London School of Economics and Political Science. He earned his LLB degree in 1990 before returning to Mauritius.

Mauritian politics relies heavily on political coalitions. These are groups of different parties that join together to win elections. In 1995, the Labour Party and the MMM formed an alliance. They won all 60 directly elected seats on the mainland. This was a total victory for the coalition. However, the alliance broke apart in 1997. Ramgoolam then formed a one-party government. In 2005, his Alliance Sociale won the general elections. He led that government with a majority of 38 out of 60 seats.

Ramgoolam has faced significant political challenges and defeats. In 2014, he attempted to form a 'Second Republic.' This plan involved changing the Constitution to give the presidency more power. The alliance failed to win enough seats for this change. The opposing Alliance Lepep won 47 out of 60 seats. Ramgoolam lost his own seat in that election. He resigned as Prime Minister in December 2014. He tried again in the 2019 elections. He ran in Constituency No.10 because a priest suggested it brought luck. He lost that election as well.

His career has also included several controversies and legal issues. In 1978, he was arrested in London for driving offenses. He was a student at University College London at the time. He was fined by a magistrate for driving with excess alcohol. Later, in 1997, a scandal known as 'Albion Gate' occurred. This involved a noisy party and allegations regarding the behavior of guests. The scandal caused his coalition government to collapse. In 2009, a minister raised concerns about tax evasion and conflicts of interest. These issues involved a close associate named Yatin Varma.

Despite these setbacks, Ramgoolam returned to power in 2024. His coalition, the Alliance du Changement, won the general election. This group included the Labour Party, the MMM, and other parties. The victory was very large, winning 60 seats to 0. Since returning to office, he has addressed international agreements. He criticized a deal regarding the Chagos Archipelago. He described the agreement as a 'sellout.' He has since ordered an independent review of that deal. His career shows the complex nature of leadership and change.
