He was born on September 29, 1843, in Saint Petersburg. His father was a general and his mother was a philanthropist. Skobelev grew up near the Peter and Paul Fortress. He studied at the General Staff Academy to become an officer. He spent much of his early career in Central Asia. He worked in the region of Turkestan starting in 1868. This time helped him learn about the land and its people.

Skobelev became a leader known for his unique look. He often wore a bright white uniform. He also rode a white horse during battles. Because of this, soldiers called him the "White General." People in Turkey called him the "White Pasha." During a campaign in Khiva, his opponents called him "Bloody Eyes."

He even led his men through a severe snowstorm in January 1878. During these battles, he won many awards like the Order of St. George. He was promoted to the rank of lieutenant-general.

Some parts of his history are very sad. In 1881, he led a fight at the fort of Geok Tepe. This battle was very violent and many people died. Thousands of Turkmen soldiers and civilians were killed. Because of this terrible event, the Russian leaders moved him. They sent him away from his command to Moscow. They wanted to calm people in other countries. He spent his final years involved in politics and nationalism.

Skobelev died suddenly in July 1882. Official reports said he had a heart attack in a Moscow hotel.
