While many people use the name for the central business district, it often refers to a large urban agglomeration. This area includes 31 different local government areas. As of June 2025, the population reached 5.435 million people. This number represents 19% of the total population of Australia. Residents of this major metropolitan area are known as "Melburnians."

Indigenous Australians have inhabited this region for over 40,000 years.

The land is the traditional home of the Kulin nation. Three specific groups act as the traditional custodians of this area. These are the Boonwurrung, Woiwurrung, and Wurundjeri peoples. The wider Port Phillip Bay area is known as Naarm in the Woiwurrung language. In the Boonwurrung language, Naarm means "the Bay." Different parts of the modern city have their own traditional names. For example, the Fitzroy area was known as Ngár-go in Woiwurrung. The area near the cathedrals was called Geeburr.

British colonization began with a short-lived settlement in 1803. This settlement was at Sullivan Bay and was part of New South Wales. However, the settlers moved to Van Diemen's Land shortly after. Melbourne was officially founded in 1835 by free settlers from Van Diemen's Land.

John Batman was a leading member of the Port Phillip Association. He claimed to have negotiated a purchase of land with Wurundjeri elders. This treaty was later annulled by the Governor of New South Wales. The settlement was officially named Melbourne in 1837. It was named after William Lamb, the 2nd Viscount Melbourne. He was the Prime Minister of the United Kingdom at that time.

A massive transformation occurred during the Victorian gold rush in the 1850s.

The discovery of gold in mid-1851 caused the population to explode. Within months, the number of inhabitants grew from 25,000 to 40,000. This influx included many migrants from Europe and China. The city became a major port for these new arrivals. During this time, a temporary "tent city" called Canvas Town appeared.

Many of these structures were built during the 1850s and 1860s. Examples include Parliament House, the Treasury Building, and the Old Melbourne Gaol. The University of Melbourne and the State Library were also established. The city layout uses a one-mile grid pattern. This grid is intersected by wide radial boulevards and parklands. Many inner suburbs still feature common 19th-century terrace houses.
