It sits in a shallow valley at the foot of the Hlabeng-Sa-Likhama foothills. These hills are part of the Maloti Mountains. The city lies right on the border of South Africa. The Mohokare River, also called the Caledon River, marks this boundary. A bridge called the Maseru Bridge connects the two countries. The town of Ladybrand is the closest place on the South African side. The name Maseru comes from a Sesotho word. It means "red sandstones."

The history of Maseru began in 1869. The British established it as a small police camp. This happened after the Free State–Basotho Wars ended. At that time, the area became a British protectorate. Maseru served as the capital from 1868 to 1871. Later, the administration moved to the Cape Colony. During a war in 1881, many buildings in the city were burned. In 1884, it became a Crown colony and was made the capital again. When Lesotho gained independence in 1966, Maseru stayed the capital.
