Li Si argued that Qin could not unify China if the other six states joined together to fight. The king was impressed by this insight. Li Si was later appointed as the Tingwei, the official in charge of the judiciary. 
One of Li Si's greatest achievements was the standardization of the Qin state. He helped unify laws, governmental ordinances, and weights and measures. He also standardized the types of chariots and carts used on roads. To help unify the culture, he promoted the small seal script as the imperial standard for writing. This replaced many different regional scripts and variant glyphs. He even wrote the Cangjiepian, which was the first Chinese language primer. These efforts helped create a unified Chinese culture that lasted for thousands of years.
However, Li Si also took actions that were very controversial. In 213 BC, he penned an edict to destroy certain historical records and literature. He believed that political books in public hands were dangerous to the state. He wanted only the state to own political books and only state schools to teach politics. This led to the "burning of books and burying of scholars." It is thought that 460 Confucian scholars were buried alive during this time. He also played a role in the death of the intellectual Han Fei, who was convinced to commit suicide by poison in 233 BC.
Li Si's life ended in a period of great political chaos. When Qin Shi Huang died, Li Si and an official named Zhao Gao conspired to hide the emperor's true choice for successor. They tricked Fusu into committing suicide and installed Qin Er Shi instead. Li Si did this because he feared losing his power to Meng Tian. However, Zhao Gao eventually betrayed Li Si and accused him of treason. In 208 BC, Li Si was subjected to the Five Punishments. He was executed via a waist chop in a public market, and his entire family was also executed.
Despite his violent end, the legacy of Li Si remains significant. His work in systematizing currency, measures, and writing provided a foundation for future Chinese dynasties. He helped transform a collection of warring states into a centralized empire. His focus on a bureaucratic system based on merit changed how governments were organized. The administrative structures he helped build influenced the way China was governed for many centuries.
