His mother, Ramdulari Devi, moved the family to live with her father. They lived within the Indian joint family system. This system provided social security through shared responsibility among relatives. Despite these hardships, Shastri was a dedicated and successful student.

His path to politics began with the Indian independence movement. In 1921, he was inspired by Mahatma Gandhi's call for non-cooperation. He left Harish Chandra High School to join the struggle for freedom. This movement encouraged Indians to withdraw from government-run institutions. Shastri was arrested and jailed for his activism on several occasions. He eventually graduated from Kashi Vidyapith in 1925. He earned a degree in philosophy and ethics. This degree granted him the title "Shastri," which means scholar.

After India gained independence in 1947, Shastri entered government service. He initially served as a Parliamentary Secretary in Uttar Pradesh. He later became the Minister of Police and Transport. In this role, he was the first to appoint women as conductors. He also introduced the use of water jets to disperse crowds. In 1952, he became the Minister of Railways and Transport. As leader, he continued the socialist economic policies of his predecessor. He focused heavily on improving the lives of farmers and workers. One major achievement was the promotion of the White Revolution. This was a national campaign to increase milk production. He supported the Amul milk co-operative in Gujarat to achieve this goal. He also helped establish the National Dairy Development Board in 1965.

In addition to dairy, Shastri focused on food security through the Green Revolution. He promoted this movement in 1965 to boost food grain production. This initiative significantly increased harvests in Punjab, Haryana, and Uttar Pradesh. During a period of war with Pakistan in 1965, he became a symbol of national unity. He created the famous slogan "Jai Jawan, Jai Kisan." This translates to "Hail to the soldier; Hail to the farmer." It connected the importance of national defense with the importance of agriculture.

Shastri's leadership ended shortly after the 1965 war concluded. The conflict was resolved through the Tashkent Declaration on 10 January 1966.
