Reddy also served in the national government in New Delhi. He was a Union Minister under Prime Ministers Lal Bahadur Shastri and Indira Gandhi. He managed several different departments between 1964 and 1967. These included the ministries of Steel and Mines, as well as Transport and Civil Aviation. 
His path to the presidency was not a simple one. In 1969, he ran for president but lost to V V Giri. This election caused a major split within the Congress Party. After this loss, Reddy retired from active politics. He moved back to his farm in Anantapur to live a quiet life. However, he returned to politics in 1975. He responded to Jayaprakash Narayan's call for a "Total Revolution." 
The 1977 presidential election was a historic moment for India. Many candidates applied, but most were rejected by officials. Reddy was the only valid candidate left in the race. Because of this, he was elected unopposed. This made him the only President in Indian history to be elected without a contest. 
Reddy was known for his connection to the people of India. As president, he made a significant choice to live more simply. He moved out of the large Rashtrapati Bhawan presidential palace. He moved into smaller, more modest housing instead. He also took a 70 percent pay cut from his official salary. He did this to show solidarity with India's many impoverished citizens.
