He was instrumental in drafting the Uttar Pradesh Zamindari and Land Reforms Act of 1952. This law led to the abolition of the zamindari system, where powerful landlords controlled vast areas. He also helped pilot the Consolidation of Holdings Act of 1953. These reforms were designed to give landless workers ownership and improve social upliftment. Furthermore, he helped establish the Minimum Support Price mechanism. This system ensures farmers receive a set price for their crops to protect them during difficult times like droughts.

He earned a Bachelor of Science in 1923 and a Master of Arts in History in 1925. In 1927, he completed his Bachelor of Laws (LLB) at Meerut College. His academic background provided the foundation for his later work in legislative reform.
