These islands are in the sea. They are part of a long chain. Russia rules them now. Japan calls them the Northern Territories.

Long ago, leaders made rules for these lands. In 1855, they signed the Treaty of Shimoda. This treaty set a border between the two nations. Later, in 1875, they signed another treaty. There was a problem with how the words were read. This caused confusion about which islands belonged to whom.

World War II changed everything. In 1945, the Soviet Union invaded the islands. The Soviet Union is the old name for Russia. After the war, Russia took control of the four islands. These islands are Iturup, Kunashir, Shikotan, and the Habomai Islands.

In 1951, a peace treaty was signed. Japan gave up rights to the Kuril Islands. Japan says these four islands are not part of that group. Russia says they are. In 1956, the two sides tried to make a deal. Russia offered two small islands. Japan wanted the two larger islands instead. They could not agree. The dispute continues today.
