He was a member of a group called the Moderate Republicans. This group helped shape the Third Republic, which was a time when France was a republic. Ferry served as the Prime Minister of France two different times. He was the leader from 1880 to 1881 and again from 1883 to 1885. He was a philosopher who believed in using reason to improve the country. His work changed how many people lived and how they learned.

Ferry worked hard to change the school system in France. He wanted schools to be run by the government instead of the church. This idea is called laicism, which means keeping religion out of public things. He passed two very important laws in 1881 and 1882. These laws made primary school free for all children. They also made school mandatory, so children had to attend. Because of his work, the number of university professors grew very quickly. People even called these teachers the "Republic's black hussars."

Ferry also wanted France to have a large colonial empire. This means he wanted France to control lands far away from Europe. He believed this would help the economy of France grow. In 1882, he sent a group of scientists to explore Tunisia. These explorers included people like the botanist Ernest Cosson. Ferry also helped France take control of Madagascar and parts of Africa. He directed efforts to explore the Congo and the Niger regions. He also led the push into Annam and Tonkin in Indochina.

His choices about colonies led to some very difficult times. In 1885, France fought a war with the Qing dynasty of China. This war happened because France wanted control over Annam and Tonkin. Many people in France were unhappy with this conflict. They felt the war was not going well. This caused a big political problem called the Tonkin Affair. Because of this unpopularity, Ferry was forced to resign from his job in 1885. He would never serve as Prime Minister again after that event.

Even though he left his top job, Ferry remained a powerful person. He had a very different idea about how to deal with Germany. Many leaders wanted to fight Germany to get back land lost in 1870. Ferry thought it was better to be friendly and avoid a big war. He tried to work with the German leader, Otto von Bismarck. This was a very hard job because many people disagreed with him. Later in his life, a man named Aubertin tried to attack him. Ferry died in 1893 from wounds caused by that attack.
