Jose Maria Canlas Sison was a prominent Filipino writer, poet, and political activist. He is best known for founding the Communist Party of the Philippines (CPP) in 1968. Sison developed a specific political philosophy called National Democracy. This ideology applied Marxism–Leninism-Maoism to the unique history of the Philippines. His work aimed to change how the nation functioned through social and political movements. He remained a central figure in Philippine politics for many decades from abroad.

Sison was born on February 8, 1939, in Cabugao, Ilocos Sur. He came from a very influential landowning family with diverse ancestry. His roots included Spanish-Mexican-Malay mestizos and people from Fujian, China. His family had deep connections to many prominent clans in the region. His great-grandfather was a major landlord in northern Luzon. His grandfather served as a municipal president and a mayor. These connections gave Sison an early view of power and land ownership.

Sison received a high level of education in several major institutions. He attended Ateneo de Manila University and Colegio de San Juan de Letran. He graduated from the University of the Philippines in 1959. He earned a Bachelor of Arts in English literature with honors. After his studies, he became a university professor. He taught subjects like literature, political science, and Rizal studies. This academic background helped him develop his later political writings.

His political journey began with several organized groups. In 1962, he joined the Partido Komunista ng Pilipinas (PKP). By 1964, he co-founded the Kabataang Makabayan, or Patriotic Youth. This group organized young people against the Vietnam War and feudalism. Sison eventually broke away from the PKP due to disagreements. This led to the First Great Rectification Movement. In 1968, he founded the new Communist Party of the Philippines (CPP).

Sison helped create a military wing for his political movement. In 1969, he and Bernabe Buscayno organized the New People's Army (NPA). The NPA was designed to stage a proletarian revolution. They operated as a guerrilla force in rural mountains and communities. This strategy aimed to fight against landlords and foreign companies. The NPA grew to have fronts in 75 of the 81 Philippine provinces. This military presence was a major part of Sison's political strategy.

His life was marked by periods of imprisonment and exile. He was arrested in La Union on November 8, 1977. He was held in prison for almost nine years. Much of this time was spent in solitary confinement. He was released in 1986 following the People Power Revolution. The new government released him to help with national reconciliation. However, he soon moved to the Netherlands during a lecture tour. In 1988, the Philippine government revoked his passport.

Sison lived as a political refugee in the Netherlands for many years. In 2007, Dutch authorities arrested him in Utrecht. They accused him of involvement in three specific assassinations in the Philippines. Sison maintained his innocence and entered a plea of not guilty. In 2009, a European court reversed a decision to freeze his assets. He also faced a classification as a supporter of terrorism by the United States. The court eventually delisted him from that status.

Sison's influence continued through his role as a political consultant. He advised the National Democratic Front in peace talks with the government. The Philippine Anti-Terrorism Council classifies the CPP, NPA, and NDF as terrorist organizations. Sison died in exile in 2022. His life remains a subject of significant study in Philippine history. He connected local struggles to global political theories like Maoism. His story reflects the intense political divisions of his era.
