He rose to fame as a child performer during the silent film era. Coogan was one of the first true child stars in Hollywood history. His talent allowed him to transition from vaudeville stages to major motion pictures. He remains a significant figure because his life experiences changed legal protections for young performers. His career spanned several decades and included film, radio, and television.

Coogan's journey into stardom began with his natural ability to mimic others. He was discovered by Charlie Chaplin at the Orpheum Theatre in Los Angeles. Chaplin was watching Coogan perform a popular dance called the shimmy. Chaplin first cast him in a small role in the 1919 film A Day's Pleasure. Soon after, Chaplin cast Coogan in the title role of the 1921 silent comedy-drama The Kid.

In this film, Coogan played an abandoned child raised by Chaplin's famous Tramp character. He also starred in the 1922 production of Oliver Twist.

As a child star, Coogan experienced a level of fame that led to massive merchandising. Fans could purchase many different items featuring his name or likeness. These products included peanut butter, stationery, whistles, dolls, records, coins, and figurines. While he was a star, he also focused on education and service. He was privately tutored until age 10 and attended military and prep schools. In 1924, he participated in a "Children's Crusade" to raise money for Near East Relief. This fundraising tour across the United States and Europe provided over $1 million in aid. In modern values, that amount is roughly $14.8 million.

Coogan's early career also involved significant personal tragedy and financial hardship. On May 4, 1935, a car accident occurred on the San Diego-Imperial Valley Highway. Coogan's father was driving when an oncoming vehicle forced them off the mountain road. The car rolled down an embankment near Pine Valley. Coogan was the sole survivor of the crash, which killed his father and three others. Coogan suffered two broken ribs and several bruises from being thrown from the vehicle. This event left him without his father's management of his growing fortune.

When Coogan turned 21 in 1935, he discovered his wealth had been lost. He had earned between $3,000,000 and $4,000,000 as a child actor. However, his mother and stepfather, Arthur Bernstein, had spent nearly all of it. They used the money for luxury items like diamonds, jewelry, and expensive cars. Coogan sued them in 1938 to recover his lost assets. After paying legal fees, he received only $126,000 of the $250,000 that remained. This financial crisis forced him to seek a $1,000 loan from Charlie Chaplin.

This legal battle had a lasting impact on the entertainment industry. It led to the 1939 enactment of the California Child Actor's Bill. This law is widely known as the "Coogan Act." It requires employers to set aside 15% of a child's earnings in a trust. These are often called Coogan accounts. The Act also establishes specific rules for a child's schooling, work hours, and required time off. These protections ensure that child performers can secure their earnings for adulthood.

Coogan continued to work in many different roles throughout his life. He served in the U.S. Army during World War II as a glider pilot. He volunteered for hazardous duty with the 1st Air Commando Group in India. After the war, he moved into character roles on television. He achieved renewed fame in the 1960s as Uncle Fester in The Addams Family.
