You might hear people say they are working "under the table" or "off the books." This is often called a grey market or a shadow economy. These activities happen outside of the official rules set by the state. While some see it as a problem, it provides jobs for many people. It is a huge part of life in many developing countries.

Others might work from home or collect junk to sell. There are even small businesses that make things to sell. Some of these jobs are very small in scale. They often use simple tools and do not need a big office. Many of these workers earn cash directly for their work. However, they often lack job security or social benefits. They might not have the protections that formal workers get.

People have adjusted their work to avoid rules for a long time. Some evidence shows this happened as far back as Sumer. In the 1950s, experts thought this work would disappear. They believed new factories and progress would change everything.

But this did not happen as they expected. Instead, these traditional ways of working actually grew. The term "informal sector" was used to describe this. Anthropologist Keith Hart used the term "informal income opportunities" in 1971. The International Labour Organization also used it in 1972.

Different people have different ideas about why this happens. In 1986, Hernando de Soto wrote about the "other path" in Peru. He thought too many rules forced people into this sector. He admired the spirit of the people who started businesses.

In 2016, Edgar L. Feige looked at how these economies work. He said it happens when people do not follow institutional rules. In Brazil, a 2018 study showed three main reasons for this. Some do it to avoid high costs of following rules. Others do it to make more profit by not paying taxes. Some do it just to survive when skills are low.

Measuring this economy is a very hard job for leaders. Most of this activity is not in a country's GDP. GDP is the total value of everything a country makes.

However, some places have started to include these estimates. Italy has included these numbers in their GDP since 1987. This made their official GDP number grow by about 18%. In 2014, some European countries changed how they count money. They started including sales of things like narcotics and prostitution. This changed their official numbers by 3% to 7%. This shows how much money moves in the shadows.
