He was born in 1908 in St. Petersburg. His father was a mathematician. His mother was a doctor. Ilya studied math and physics at a big university. He worked with a mentor named Sergey Vavilov.

Later, Ilya studied nuclear physics. This is the study of the tiny parts of atoms. He looked at how particles move through water. He found that fast particles make light. This light is called Cherenkov radiation. This happens when particles move faster than light can move in water. It creates a shock wave.

This discovery was very important. It helps scientists measure how fast particles go. It also helps doctors in medical research. Because of this work, Ilya won the Nobel Prize in Physics in 1958. He shared this prize with Pavel Cherenkov and Igor Tamm.

Ilya also led a laboratory. He studied how neutrons move. His son, Alexander, became a physicist too. Ilya lived a long life. He died in 1990 at the age of 81.
