Igor Plotnitsky was a leader in a part of eastern Ukraine. He led a group called the Luhansk People's Republic. This group was a self-proclaimed state. This means they claimed to be their own government. Plotnitsky served as their head for about three years. He held this position from August 2014 until November 2017.

His leadership happened during a time of great unrest. This period involved a lot of conflict in the Donbas region. Many people were divided over how the land should be ruled.

Before he was a political leader, Plotnitsky had a different life. He was born in 1964. Some records say he was born in Luhansk. Other records say he was born in Kelmentsi. He moved to Luhansk in 1982 to join the army. He studied at the Penza Artillery and Engineer College. After he left the Soviet Army as a major in 1991, he started a business. He sold fuel and lubrication materials to others. Later, he worked for a group that protected consumer rights.

In 2014, the situation in Ukraine changed very quickly. Plotnitsky joined the pro-Russian movement in the Donbas. He organized a group called the Zarya battalion in April 2014. By May 2014, he was the Minister of Defense for the LPR. He became the head of the LPR in August 2014. He won an election that year with 63% of the vote. The Russian Foreign Ministry recognized these elections.

However, the Ukrainian government did not see him as a legal leader.

His time as a leader was often difficult and dangerous. In August 2016, an explosive device went off near his car. This blast injured Plotnitsky and other people in the vehicle. He was taken to a hospital and survived the event. He also faced arguments with other groups, like the Russian Cossacks. These groups fought over how to run the region. Some people even accused him of taking money that was not his.

In 2014, the United Kingdom also placed sanctions on him.

Plotnitsky's leadership ended in late 2017. On November 24, 2017, a website said he resigned. They said he left because of his health. He had suffered many injuries from the war. A group called the People's Council voted to accept his resignation. After he left, he faced more legal trouble. In 2018, he was arrested in a jail in St. Petersburg, Russia. He faced charges of abuse of power and embezzlement.

This means he was accused of using his position to take things unfairly.
