Fish went to Columbia College and learned to speak French very well. This skill helped him talk to people from other countries later in life.

Fish had a long career in many different government jobs. He first served in the U.S. House of Representatives starting in 1843.

After that, he became the Lieutenant Governor of New York in 1847. In 1848, he was elected as the Governor of New York. He was one of the youngest people ever to hold that job. As governor, he helped create free schools for all children. He also helped build schools for people with disabilities. He even helped improve the canal system in New York.

Later, Fish served as a U.S. Senator for New York from 1851 to 1857. During this time, he worked on the Committee on Foreign Relations. He was a moderate person when it came to the big debate over slavery. He did not want slavery to spread into new lands. When the American Civil War began, Fish helped the Union. He raised money to support the war effort. He also worked on a plan to exchange prisoners between the North and the South. After the war, he went back to being a lawyer for a while.

In 1869, President Ulysses S. Grant gave Fish his most important job.

He became the 26th U.S. Secretary of State. Fish was known for being very calm when things were difficult. He worked hard to make the State Department better. He used a new idea called international arbitration. This meant countries would use talking and deals to solve fights. Instead of going to war, they would use negotiations. This helped the United States stay at peace with many other nations.

Fish solved many hard problems while he was Secretary of State.

He settled the Alabama Claims with the United Kingdom. He also helped prevent a war with Spain during the Virginius incident. In 1875, he made a trade treaty with the Kingdom of Hawai'i. He even helped settle a war between Liberia and the Grebo people in 1876.
