The northern part of the city faces much harsher weather. This is due to the presence of foehn winds. In the Tenryu-ku area, summers are hot and temperatures often exceed 35 degrees Celsius. In the winter, this northern region also experiences snow.

History in the region dates back to prehistoric times. Archaeologists have discovered remains from the Jōmon and Kofun periods within the city limits.

These include the Shijimizuka site shell mound and the Akamonue Kofun tomb. During the Nara period, the area served as the capital of Tōtōmi Province. In the Sengoku period, the future shōgun Tokugawa Ieyasu lived at Hamamatsu Castle. During the Edo period, the city flourished as a castle town. It also served as a post town on the Tōkaidō highway. This highway was a vital link between Edo and Kyoto.

In the modern era, Hamamatsu underwent many administrative changes. It was briefly a prefecture from 1871 to 1876 before joining Shizuoka. Hamamatsu Station opened on the Tōkaidō Main Line in 1889.

The city grew through many mergers with surrounding villages and towns. A massive reorganization occurred in 2005. This merger absorbed the cities of Hamakita and Tenryū. It also included several towns and villages from the Hamana, Inasa, and Iwata districts. This process dissolved the Inasa and Iwata districts entirely. As a result, no more villages remain in Shizuoka Prefecture. On January 1, 2024, the city reorganized its seven wards into three. These new wards are Chūō-ku, Hamana-ku, and Tenryu-ku.

Economically, Hamamatsu is a powerful industrial center. The Greater Hamamatsu metropolitan area had a GDP of US$54.3 billion in 2010. The city is famous for manufacturing musical instruments and motorcycles.
