Gulf of Tonkin

geography Maturity 11-13 Next article →

The Gulf of Tonkin is a significant body of water in the South China Sea. It sits in the northwestern portion of that sea. This gulf is located off the coasts of northern Vietnam and China. To the east, the area is bounded by the Leizhou Peninsula and Hainan Island. In the north, the gulf reaches the Guangxi Zhuang Autonomous Region of China. The western and northwestern borders are formed by the northern coastline of Vietnam. This coastline extends down to the island known as Cồn Cỏ.

Geographically, the gulf is a relatively shallow part of the Pacific Ocean. The ocean floor here is mostly quite shallow. No part of the gulf is submerged in more than 100 meters of water. This shallow depth is a key feature of its physical makeup. The names used for the gulf also reflect its location and history. In both Vietnamese and Chinese, the name for the bay means "Northern Bay." English sources from the People's Republic of China call the area Beibu Wan.

The name "Tonkin" has a specific meaning rooted in history. In chữ Hán characters and the Vietnamese alphabet, it means "eastern capital." This was once a name used for Hanoi, the current capital of Vietnam. It is important not to confuse Tonkin with Tokyo. Tokyo is also written with characters that mean "eastern capital." During the French colonial era, the northern region of Vietnam was called Tonkin. The native Vietnamese name for this region is Bắc Bộ.

History shows that the Gulf of Tonkin was the site of major conflict. In August 1964, a series of events occurred known as the Gulf of Tonkin Incident. On August 4, 1964, US President Lyndon B. Johnson made a specific claim. He stated that North Vietnamese forces had attacked American destroyers twice. This claim led to the Gulf of Tonkin Resolution on August 7, 1964. This political action eventually led to open war between North Vietnam and South Vietnam. It also foreshadowed the major escalation of the Vietnam War. This escalation began when US regular combat troops landed at Da Nang in 1965.

Because the gulf is shared by nations, maritime borders are very important. Vietnam and China have worked to define where their waters meet. On December 25, 2000, the two countries signed an Agreement on the Delimitation of the Gulf of Tonkin. This agreement officially took effect on June 30, 2004. The agreement helped define the maritime border between Vietnam and China.

This process shows how neighboring countries manage shared sea spaces.

More recently, the management of these waters has become a topic of discussion again. On March 1, 2024, China issued a "Declaration on the baselines of the territorial waters in the northern part of the Gulf of Tonkin." In response, Vietnam called for China to respect international law. One year later, in February 2025, Vietnam also announced its own baseline. This baseline is used for determining the width of its territorial waters in the gulf.

These declarations show how nations continue to claim and define their maritime territory.

The Gulf of Tonkin connects geography, history, and international law. The physical shape of the coast determines where borders might lie. The shallow waters make it a distinct part of the Pacific Ocean. Historical events in the 1960s changed the course of the Vietnam War. Today, the way countries use maps to define baselines remains a central issue. By studying this gulf, we see how water can be both a shared resource and a place of political importance.
