General strike

society Maturity 11-13 Next article →

A general strike, often called a mass strike, is a large-scale industrial action. It occurs when a significant portion of the total labor force stops working. This participation spans a city, a region, or an entire nation. Unlike a standard strike, workers come from many different industries and workplaces. This collective action often involves entire communities working together. Groups use these strikes to strengthen the bargaining power of trade unions. They also use them to pursue major social or political goals.

The mechanism of a general strike relies on widespread, simultaneous withdrawal of labor. By stopping work across multiple sectors, workers can disrupt the entire economy. This creates pressure on governments and employers to make changes. Some historical theories suggested specific ways to manage these events. For example, William Benbow proposed that workers declare a month-long "holiday." He suggested using personal savings to fund the strike. He also proposed collecting contributions from wealthy individuals to support the movement.

To maintain order, organizers might establish workers' councils. These councils would distribute food and elect delegates to a congress. This congress would then work toward large-scale societal reforms. Historically, these ideas appeared in various forms. Some look to the Roman Republic's *secessio plebis*. Others point to Jewish traditions regarding debt relief and land redistribution. During the Enlightenment, thinkers like Jean Meslier discussed these concepts. Later, Constantin François de Chassebœuf proposed a strike involving every profession useful to society.

The history of these actions is filled with intense struggle. In 1835, a three-week strike in Philadelphia helped workers win a ten-hour workday. In 1842, the first general strike in a capitalist country occurred in Britain. It began in the coal mines of Staffordshire. It soon spread to factories and mills from Scotland to South Wales. By August 1842, the movement took on a revolutionary character. However, government forces eventually intervened and arrested the leaders.

Debates about the purpose of strikes occurred within the International Workingmen's Association. In 1868, César De Paepe suggested strikes could prevent wars. He believed trade unions could replace capitalism with socialism. Mikhail Bakunin also supported using strikes to improve working conditions. He wanted the International to coordinate these actions into a revolutionary movement. This caused a split with the Marxist faction. Marxists preferred creating political parties to take state power instead.

In the United States, the movement reached a turning point in 1886. The International Working People's Association organized a nationwide strike for an eight-hour workday. Hundreds of thousands of workers participated across the country. The center of this action was Chicago. Protests there escalated into a riot involving the police. Eight organizers, including Albert Parsons, were later executed by hanging. This tragic event led to May 1 becoming International Workers' Day.

General strikes connect to broader political and economic systems. They are central to the development of anarcho-syndicalism. This ideology focuses on using unions to achieve social revolution. In Spain, workers used strikes to impact the Revolution of 1854. Even during the American Civil War, some historians discuss the mass escape of slaves. W. E. B. Du Bois described this as a "general strike" that deprived the Confederacy of labor. While some economists disagree with this specific label, it shows how mass labor shifts impact history.
