Her father was a major in the army and a right-wing nationalist. Growing up, Shigenobu lived in relative poverty. After high school, she worked in a soy sauce factory. She also took night classes at Meiji University. While studying, she became very interested in politics and social change. This interest led her to join student movements and political groups.

Shigenobu's political path moved through several different groups. In 1965, she joined a student movement at her university. By 1966, she joined a group called the Communist League. In 1969, she became a leader in a group called the Red Army Faction. This group wanted to use force to change governments in Japan and the United States. In 1971, she helped start a new group called the Japanese Red Army. She wanted this group to work with people in the Middle East. She hoped to start a global revolution through these connections.

To reach her goals, Shigenobu moved to the Middle East in 1971. She arrived in Beirut, Lebanon, to work with the Palestinian struggle.

She even used a fake name to help her travel more easily. During the 1970s and 1980s, the Japanese Red Army was involved in many violent events. These included bombings, shootings, and hijacking airplanes. Shigenobu was the famous spokesperson for the group. While she did not take part in the violence herself, she was the public face of the movement. She spent over 30 years living in the Middle East.

Many specific events happened during the time Shigenobu led her group. In 1972, members of her group were involved in a massacre at Lod Airport in Israel. In 1973, members hijacked a Japan Air Lines flight. In 1974, her group took hostages at the French embassy in the Netherlands. These events made her a wanted person by INTERPOL. Later, in 1975, militants from her group took hostages in Malaysia. In 1977, another hijacking happened over India. Shigenobu eventually said she would stop using violence and use legal ways instead. She even expressed regret about the violent actions of the group.

Shigenobu's long journey ended with her arrest and time in prison. She was arrested in Japan in November 2000. She had used a forged passport to enter the country. In 2001, while she was in prison, she officially disbanded the Japanese Red Army. A court sentenced her to 20 years in prison in 2006. She was charged with using fake passports and planning the 1974 embassy attack. She maintained her innocence regarding the embassy incident. Shigenobu was finally released from prison in 2022. During her time in hiding and prison, she wrote 10 books.
