She started a group called the Japanese Red Army. In the late 1960s, she joined a group called the Red Army Faction. This group wanted to change governments through force. In 1971, Shigenobu moved to the Middle East. She wanted to help the Palestinian people in their fight.

During the 1970s and 1980s, her group was involved in many violent acts. These included bombings and taking people hostage. Shigenobu was the public face of the group. She did not take part in the violence herself. Later, she said she felt sorry for the violence. She wanted to help people in peaceful ways instead.

Shigenobu was arrested in Japan in the year 2000. She used a fake passport to enter the country. In 2006, a court sent her to prison for 20 years. She was linked to a plan to take hostages at a French embassy. Shigenobu was released from prison in 2022. During her time in prison, she wrote ten books. Some of these books were poems.
