The court ruled that Napster could not use the "transitory network transmission" safe harbor of the Digital Millennium Copyright Act because it controlled the network with a server. This led to Napster's shutdown. As users moved to other applications, new software like Gnutella, eDonkey2000, and Freenet arrived in 2000. Freenet became the first anonymity network in July 2000. Kazaa was released in 2001 and used the FastTrack network. FastTrack was distributed but assigned more traffic to "supernodes" to increase routing efficiency. The MPAA and RIAA filed lawsuits against Kazaa, Morpheus, and Grokster. This eventually led to the 2005 Supreme Court decision in MGM Studios, Inc. v. Grokster, Ltd.

Large-scale file-sharing sites have also faced government intervention. In 2012, the United States Department of Justice shut down Megaupload. This site was established in 2005 and claimed over 50,000,000 daily users. Its founder, Kim Dotcom, was arrested in New Zealand. The shutdown caused other sites, like FileSonic and Fileserve, to change their services. In 2009, the File Sharing Act was launched by Chairman Towns. This act prohibited sharing federal information among individuals. In the academic world, file sharing is often viewed as a violation of integrity. Companies like Chegg and Course Hero have become controversial due to how they handle academic files.

The economic impact of file sharing is a subject of intense debate. Many economic studies conclude that file sharing hurts sales. A literature review by Professor Peter Tschmuck looked at 22 studies. Roughly two-thirds of those studies found that unauthorized downloads had a negative impact on music sales. However, other economists have reached different conclusions. In 2004, researchers Felix Oberholzer-Gee and Koleman Strumpf found the effect on sales was statistically indistinguishable from zero. By 2010, they changed their minds and suggested sharing caused no more than 20% of the decline in sales. They noted that the production of music, books, and movies has actually increased since the advent of file sharing.
