A false flag is a clever and deceptive act. It is done to hide who is truly responsible for an event. The goal is to pin the blame on a different group or nation. This can make the real actor look like a victim. It can also make them look like they are defending themselves. Today, people use this term for many different types of tricks.

The name comes from the 16th century. Back then, it described how ships acted at sea. A ship might fly the flag of a neutral country. This helped them move closer to other vessels without being attacked. Pirates and privateers used this trick to surprise their targets. Later, international laws made rules for this practice. A ship must show its true flag before it starts a battle. This keeps the rules of war clear for everyone.

In land warfare, these tricks are also used. Some leaders use different uniforms to hide their identity. During a trial, an officer named Otto Skorzeny was found not guilty of a crime. He had ordered his men to wear American uniforms. Experts said this was a legal way to trick an enemy. However, they must never use these fake clothes during actual combat. They must discard the fake items before they open fire.

History shows many times when leaders used false flags to start wars. In 1788, Sweden used Russian uniforms to stage an attack. This helped King Gustav III start a war with Russia. In 1870, Otto von Bismarck changed a message to trick France into war. In 1931, Japanese officers blew up a railway in Manchuria. They blamed others to justify taking over that land.

Sometimes, these plans are never even carried out. In 1962, the U.S. Department of Defense proposed Operation Northwoods. This plan suggested fake attacks to justify invading Cuba. It included ideas like sinking a ship or hijacking planes. President John F. Kennedy rejected the whole idea. This shows that even when a plan is made, it might not happen.
