He ran for president in the December 2018 election. He won the vote, even though some people argued about the results. The Constitutional Court of the DRC checked the claims and upheld his win. He was officially sworn in as president on January 24, 2019.

Martin Fayulu, a rival politician, alleged that the voting process was irregular. However, the Constitutional Court of the DRC reviewed the challenges and upheld Tshisekedi's victory. He was officially sworn in as president on January 24, 2019. 
Governing the DRC proved to be a complex challenge for the new president. Although he won the election, the FCC coalition remained in control of the parliament and many provincial governorships. This coalition was aligned with the previous president, Joseph Kabila. Because of this, Tshisekedi's power to appoint officials was limited for his first six months. He initially tried to name Vital Kamerhe as his prime minister. However, he lacked the necessary parliamentary support to do so. In May 2019, he reached a deal with the Kabila-aligned majority. This resulted in the appointment of Sylvestre Ilunga as prime minister.
Over time, Tshisekedi worked to consolidate his own authority. In July 2019, he negotiated a new cabinet structure with the parliament. This cabinet included 65 members, consisting of 48 ministers and 17 vice-ministers. Initially, the FCC coalition held most of the most important ministries, such as Defense, Justice, and Finance. Eventually, a power struggle occurred between the different political groups. By April 2021, Tshisekedi formally ended his coalition with Kabila's allies. He then appointed Jean-Michel Sama Lukonde as the new prime minister. 
Tshisekedi's domestic and foreign policies focus on national development and resources. He launched programs to improve essential infrastructure like transport, education, and health. He also made a significant climate commitment at the COP26 summit. He promised to reverse deforestation in the DRC by the year 2030. Economically, the DRC is a vital global producer of minerals like copper, uranium, and cobalt. Tshisekedi has sought to review mining contracts, including the large "minerals-for-infrastructure" deal known as Sicomines. 
On the international stage, the president manages difficult diplomatic relationships. He has met with leaders from the United States, Russia, and China to discuss various global issues. He also manages ongoing security conflicts in the eastern part of the country. In early 2025, tensions rose with Rwanda due to the activities of the M23 rebels. This led the DRC to sever diplomatic ties with Rwanda on January 26, 2025. Despite these challenges, Tshisekedi was re-elected for a second term in December 2023. Officials reported he won with 73% of the vote.
