The idea for this network started in 1995. At first, three groups worked together to plan it. They wanted to make 12 long routes. Since August 2007, the European Cyclists' Federation has led the project. Even when money was tight, the project kept growing. Parts of the network are now in Finland and Spain. It is also in Cyprus and the United Kingdom.

Some routes have very interesting names and histories. The EV9 is called the Amber Route. It is named after amber, which is a precious stone. People used to carry amber along this path long ago. The EV13 is called the Iron Curtain Trail. The EV15 is known as the Rhine Cycle Route. These two were added to the network in September 2011. Interestingly, the EV15 is the shortest route. The network is always changing and growing. In September 2023, a new plan was shared. A route called the Iberian Cycle route might join soon. It will be the EuroVelo 16 route by 2028. This route will be 1,896 km long. It will connect Lisbon to Pamplona through Madrid.

The mechanism of the EuroVelo network relies on integration rather than building entirely new roads from scratch. The project works by connecting existing national bicycle routes to one another. For example, it incorporates the Dutch LF-Routes, the German D-Routes, and the French véloroute known as "SN3V." It also utilizes the British National Cycle Network. To make these existing paths work as a single system, the project uses general-purpose roads and constructs new stretches of cycle routes to bridge the gaps. This process turns separate, disconnected paths into a continuous web for travelers.

There are many distinct types of routes within the network, often defined by geography or history. Some routes follow major rivers, such as the EV6, which travels along the Loire and the Danube rivers. Others are circular tours, such as the EV10 Baltic Sea Cycle Route and the EV12 North Sea Cycle Route. Some routes are even inspired by ancient history. The EV3, known as the Pilgrims Route, follows traces of old roads used for pilgrimages during the Middle Ages. The EV5, or Via Romea Francigena, is inspired by a pilgrimage route recorded by the Archbishop of Canterbury in the 10th century AD.

The history of EuroVelo began in 1995. Initially, the project was coordinated by the ECF, De Frie Fugle in Denmark, and Sustrans in the United Kingdom. The original vision was to create 12 long-distance routes, but the network has since grown significantly. Since August 2007, the ECF has assumed full responsibility for the entire project. Despite facing tight financial constraints at times, the network has expanded to include sections in countries as far apart as Finland, Cyprus, Spain, and the UK. In September 2011, the network saw a major change with the addition of two new routes: the EV13 and the EV15.

Specific routes within the network hold unique records of size and significance. The EV13, known as the Iron Curtain Trail, is the longest route in the network. In contrast, the EV15, the Rhine Cycle Route, is the shortest. The network is also constantly expanding into the future. In September 2023, the ECF announced plans for the Iberian Cycle route to become the EuroVelo 16 by 2028. This new route will have a length of 1,896 km, connecting Lisbon to Pamplona via Madrid.
