During his presidency, Dutra implemented several major social and political changes. He created the Social Service of Industry (SESI) and the Social Service of Commerce (SESC). Dutra's administration also focused heavily on the Brazilian economy. He managed two different economic phases. The first phase was liberal and tried to reduce government intervention. However, this led to a rapid loss of foreign exchange reserves. In 1947, the government moved to a second phase under IMF guidance. This phase used exchange controls to stabilize the Brazilian cruzeiro. This policy helped the manufacturing sector by making it easier to import machinery. The government also introduced the "Salte Plan" in 1947. This plan focused on four key areas: Health, Food, Transportation, and Energy.
