Hoxha helped bring different communist groups together to fight back. He became a leader of the partisans during World War II. These fighters worked to free Albania from fascist control. By March 1943, he was elected as the First Secretary. After the war ended, the monarchy was removed from the country.

This allowed Hoxha to become the main leader of the new state.

As a leader, Hoxha made many huge changes to the land. In 1945, he passed a law about land. This law took land from large owners and gave it to peasants.

Before this, large owners held 52% of the land. After the law, they only held 16%. He also worked to help people learn to read. In 1949, he started classes for adults to learn literacy. This helped the literacy rate grow from very low to much higher.

However, Hoxha's government was also very strict and repressive. He turned Albania into a one-party state. This meant only his party could hold power. He outlawed people from traveling to other countries. He also banned private ownership of property.

In the 1960s, he started a program against religion. This meant Muslims and Christians were treated very unfairly. The government imprisoned or killed many people who did not agree with him. Thousands of people were exiled or treated harshly by the state.

Throughout his life, Hoxha often disagreed with other world leaders. He was a follower of Joseph Stalin for a long time.
