He has held this position since 1994. Before becoming president, he served as the Chairman of the Supreme Assembly from 1992 to 1994. He also leads the People's Democratic Party of Tajikistan. This party holds a dominant position within the country's Parliament. Rahmon is characterized as an authoritarian leader. This means he holds significant control over the government and its processes.

Rahmon's rise to power occurred during a period of intense instability. In 1992, a civil war began in Tajikistan. This conflict involved different political and religious groups. During this time, the presidency was abolished. Rahmon was elected Chairman of the Supreme Soviet, which was the country's parliament. He acted as a compromise candidate between various opposing factions. He served as both the head of government and the head of state during this period.

In 1994, the country adopted a new constitution. This document re-established the office of the presidency. Rahmon was elected to this role on November 6, 1994. His leadership was challenged by the United Tajik Opposition during the civil war. The war resulted in the deaths of as many as 100,000 people. Rahmon also faced personal danger during his early years in power. He survived an assassination attempt in 1997 and two attempted coups in 1997 and 1998.

Over several decades, Rahmon has used various legal methods to extend his time in office. He won five presidential elections that were described as undemocratic. He also utilized constitutional referendums to change the rules of leadership. In 1999 and 2003, referendums allowed him to extend his authority. In 2016, another referendum removed presidential term limits entirely. This change allows him to serve without a set end date.

In 2015, the Tajikistani parliament passed a law regarding his status. This law gave him the title "Founder of Peace and National Unity – Leader of the Nation." This title provides him with lifelong immunity from prosecution. It also grants him veto powers over all major state decisions. He has the right to address the nation and parliament on any matter he deems important. Additionally, he may attend all government meetings and parliamentary sessions.

Rahmon's government maintains strict control over religious expression. Although he is a Sunni Muslim, his administration has restricted many Islamic practices. The government has implemented bans on certain types of clothing, such as veils. There are also restrictions on using loudspeakers for the call to prayer. The state regulates mosques and requires permits for Islamic organizations. In 2017, a law was passed requiring citizens to use traditional national clothes. This is often viewed as an attempt to limit Islamic clothing styles.

Family influence is a significant aspect of Rahmon's administration. Many important government positions are held by his relatives. His son, Rustam Emomali, serves as the chairman of the parliament. Rustam is also the mayor of Dushanbe, the capital city. Another daughter, Ozoda Rahmon, is a senior official in the administration. A third daughter, Zarina Rahmon, was appointed as a deputy head of a bank. Many observers believe Rustam is intended to succeed his father.

Finally, Rahmon has made efforts to emphasize Tajik cultural identity. In 2007, he changed his surname from Rahmonov to Rahmon. He removed the Russian-style "-ov" ending and his patronymic to honor his heritage. This action prompted many other government officials to follow suit. By 2016, Tajikistan officially banned Russian-style surnames for newborn children. This policy aims to preserve traditional Tajik names and culture.
