This title provides him with lifelong immunity from prosecution. It also grants him veto powers over all major state decisions. He has the right to address the nation and parliament on any matter he deems important. Additionally, he may attend all government meetings and parliamentary sessions.
Rahmon's government maintains strict control over religious expression. Although he is a Sunni Muslim, his administration has restricted many Islamic practices. The government has implemented bans on certain types of clothing, such as veils. There are also restrictions on using loudspeakers for the call to prayer. The state regulates mosques and requires permits for Islamic organizations. In 2017, a law was passed requiring citizens to use traditional national clothes. A third daughter, Zarina Rahmon, was appointed as a deputy head of a bank. Many observers believe Rustam is intended to succeed his father. 
Finally, Rahmon has made efforts to emphasize Tajik cultural identity. In 2007, he changed his surname from Rahmonov to Rahmon. He removed the Russian-style "-ov" ending and his patronymic to honor his heritage. This action prompted many other government officials to follow suit. By 2016, Tajikistan officially banned Russian-style surnames for newborn children. This policy aims to preserve traditional Tajik names and culture.
