The Draconian constitution was a famous set of written laws. It was created by a man named Draco in Athens. This happened near the end of the 7th century BC. Draco began writing these laws around 621 BC. Before this time, laws in Athens were only spoken. This was a big problem for many people. Because the laws were spoken, they were hard to follow.

In the past, rich leaders called aristocrats controlled the laws. They could change the spoken rules to help themselves. This was very unfair to the rest of the people. Families often fought with each other to find justice. These fights were called feuds. To stop the feuds, the leaders decided to write the laws down. They wanted everyone to see the rules clearly. This was an early step toward Athenian democracy.

Draco was chosen to be the first legislator of Athens. He did not just write words on paper. He used special devices to show the laws to the public. Some laws were on wooden beams called axones. These beams could rotate in a frame like an axle. Other laws might be on pillars called kyrbeis. These were kept in a place called the Royal Stoa. This meant people who could read could see the laws.

Draco's laws were known for being very severe. Many crimes resulted in the penalty of death. Some legends say the laws were written in blood. People even said stealing an apple could lead to death. Because of this, we use his name as an adjective today. We call very harsh rules "draconian." Draco also created new ways to handle crimes. He separated intentional murder from accidental harm. These cases were tried at a place called the Areopagus.

Draco also introduced a council to help run the city. He also helped create an Assembly for the people. Members of the council or Assembly had to attend meetings. If they were absent, they had to pay a fine. The amount of the fine depended on their social class. For example, a wealthy person might pay three drachmas. A person in a lower class might pay only one drachma. These ideas helped shape how Athens was governed for a long time.
