Dongying is a prefecture-level city located in the People's Republic of China. It sits on the northern coast of Shandong province along the Bohai Sea. This city is positioned right on the banks of the Yellow River Delta. To the west, it borders Binzhou. To the southwest, it borders Zibo. To the south, it borders Weifang. The coastline touches both Laizhou Bay and Bohai Bay. This location makes it a vital part of the regional landscape.

The climate in Dongying follows a monsoon-influenced, four-season humid continental pattern. This is known as a Köppen Dwa climate. The weather is shaped by both the Eurasian continent and the Pacific Ocean. Summers are typically hot and rainy. July is the hottest and wettest month, with a mean temperature of 26.1°C and 231 millimeters of rainfall. Winters are cold and dry. January is the coldest and driest month, with a mean temperature of -6.1°C and only 12 millimeters of rainfall. Spring is nearly rainless, while autumn is crisp. Dongying has a deep connection to history and petroleum exploration. The city was officially established in 1983. It was created to develop the Yellow River Delta and the Shengli Oilfield. The name "Dongying" comes from the Tang Dynasty. It refers to the Dongying and Xiying camps used during an expedition by Emperor Taizong. In 1964, the headquarters for the North China Petroleum Exploration Battle was set up in Dongying Village. In 1965, the Dongying Office was established in the Huimin area. By 1982, the State Council approved its status as a prefecture-level city.

The economy of Dongying is heavily driven by its proximity to oil reserves. The Shengli Oilfield is the second largest oilfield in China, following the Daqing oilfield. This resource supports many different industries. These include petroleum, petrochemistry, and saline chemistry. Other sectors include papermaking, machinery, electronics, and construction. The city is also a global leader in the production of rubber tires. According to the 2023 ERJ Global Tire Ranking, 36 Chinese tire companies appear on the list. Nearly 50% of these companies are from China. Within China, Shandong tire companies make up nearly 60% of the listed companies. Dongying specifically hosts seven companies from the Top 75 list.

Manufacturing and international investment are also significant in the region. The growing manufacturing sector has attracted large companies to the area. For example, the company DuPont invested five billion yuan in 2005. They built a titanium dioxide factory in Dongying. This project became the largest investment made by DuPont outside of the United States. The city's administrative structure is also quite large. It manages five county-level divisions. These include three districts: Dongying, Hekou, and Kenli. It also manages two counties: Guangrao and Lijin. These are further divided into 43 township-level divisions.

Education and culture provide important services to the 2,193,518 residents. The China University of Petroleum is a major institution in the city. There is also the Shengli Oilfield No.1 Middle School. This school was founded in 1965 and has over 5,300 students across 114 classes. For history, visitors can go to the Dongying History Museum. It was established in May 1993 and is a national second-level museum. It holds more than 12,000 collections, including 417 precious cultural relics. Another site is the Sun Tzu Cultural Tourism Area. This area was rated as a national 4A level tourist attraction in 2012.

Transportation links connect Dongying to many other major cities. People can travel by air via the Dongying Shengli Airport. The Zibo–Dongying railway provides service through the Dongying railway station. There is also the Dongying South Railway Station, which serves the Dezhou–Dajiawa railway. For freight, the city uses the Dongying Port railway. Local travel is supported by a new bus station on Huanghe Road. Daily connections are available to Beijing, Qingdao, and Jinan. Dongying also maintains sister city relationships with Midland, Texas, in the United States. It is also twinned with Samcheok, South Korea, and Madisonville, Kentucky.
