The Delta norm established different safety levels for different "dike ring areas." A dike ring area is a region protected by a ring of primary sea defenses. The commission initially wanted a risk level of 1 in 125,000 years for every area. However, the cost was too high to support that level of protection. Instead, they set specific acceptable risks by region. For North and South Holland, the risk was set at 1 per 10,000 years. Other areas at risk from the sea were set at 1 per 4,000 years. Transition areas between high and low land had a risk of 1 per 2,000 years. 
History shows that the project changed due to environmental and public concerns. Originally, the Deltaplan intended to create a large freshwater lake called the Zeeland Lake. This would have destroyed the saltwater ecosystem in the Oosterschelde. This change would have stopped the harvesting of oysters. Environmentalists and fishermen successfully persuaded parliament to change the plan. Instead of a full dam, they built a storm surge barrier to protect the estuary. In another area, the Nieuwe Waterweg, the plan changed because people did not want historic buildings destroyed. This led to the construction of the Maeslantkering storm surge barrier instead of just widening dikes.
While the works provide safety, they have caused irreversible environmental effects. Blocking estuary mouths changed the water systems significantly. In some places, the tides disappeared. This created a less smooth transition between sea water and fresh water. This change affected both flora and fauna. Additionally, rivers experienced an increase in sedimentation from polluted sludge. This happened because there was no longer an open passage for the rivers to flow directly into the sea. To fix this, engineers introduced the "building with nature" concept after 2008. This involves using natural processes, like adding sand to dunes, to help protect the coast. 
The Delta Works is a long-term battle against a changing environment. The project was constructed between 1954 and 1997. It was financed by the Delta Fund, the national budget, and the Marshall Plan. The discovery of Dutch natural gas also helped pay for the massive costs. Because of global warming, the Netherlands must now prepare for rising sea levels. A 2008 report advised that the country needs a massive new building program. Experts predict the North Sea could rise by 1.3 metres by the year 2100. It could even rise by 4 metres by the year 2200. This requires constant upgrades to keep the people of the Netherlands safe.
