China has tried to make these rules for a long time. In 1898, an emperor tried to make new rules. A coup by others stopped this plan. Later, in 1912, the Republic of China made a plan for rules. But war and leaders fighting made it hard to use them.

In 1949, a new group took control. They used a temporary plan called the Common Program. In 1954, the first real constitution was made. Many people shared their ideas. About 150 million people gave their thoughts.
