A confederation is a group of states that join together.

They often sign a treaty to work as a team. They might do this to stay safe or to trade goods. In a confederation, each state stays independent. This means they keep their own power. They can even choose to leave the group.

The main government in a confederation is usually weak. It does not make laws that act directly on people. Instead, the states must agree to follow the rules. Often, every state must agree before a choice is made. This can make it hard for the group to act fast.

Some groups change over time. They may move from a loose group to a stronger system called a federation. The first American union used this system. Later, the United States changed to a federation.

Other groups are hard to label. The European Union is like a mix of a confederation and a federation. It has many common rules for trade. But, it does not control everything for its members.
