The city is also the capital of the Biobío Region. It sits near the Bío Bío River and serves as a core for the whole region.

History shows that the city has moved several times. Pedro de Valdivia first founded it in 1550. The original site was in the Bay of Concepción, near what is now Penco. At that time, it was near the land of the Mapuche people. The Mapuche were an independent group for a long time. The settlement faced many hard times and was destroyed by armies in 1554 and 1555. Later, leaders built a fort on the Alto de Pinto in 1557 to help restore it.

Nature has also changed where people live in Concepción. Many large earthquakes and tsunamis hit the town over the years. These happened in 1570, 1657, 1687, 1730, and 1751. A very bad earthquake and tsunami in 1751 caused serious damage. Because of this, the city moved to its current home. This new spot is called the Valle de la Mocha.

The old site remained empty until a new town called Penco was founded in 1842.

Concepción played a big role in making Chile an independent nation. The Chilean declaration of Independence was held at the Plaza de la Independencia.

For a long time, powerful leaders from the city controlled the government. In 1818, Bernardo O'Higgins took an oath for the War of Independence there. The city has also seen many different groups of people arrive. By 1875, there were British and German communities living in the province. Later, a large Spanish presence grew in the area.

Today, many people call Concepción a "university city."
