Before becoming secretary of state, Powell held other important advisory roles. He was the 15th national security advisor from 1987 to 1989. He served under President Ronald Reagan and worked closely with Secretary of Defense Caspar Weinberger. During this time, he provided legal assessments regarding the transfer of missiles.
