He was born on October 13, 1956, in Bellflower, California. As a young man, he loved surfing and playing Little League Baseball. He went to California State University, Long Beach, to study journalism. After college, he worked for Surfing Magazine for thirteen years. He even became the editor of the magazine when he was 28. During those years, he also made hundreds of thousands of pieces of pottery. He liked making clay dishes because it felt like a quiet meditation.

Carter's career in television began with work for Walt Disney Studios. He wrote films like The B.R.A.T. Patrol in 1986 and Meet the Munceys in 1988. He wanted to write serious dramas instead of comedies. He met a leader from NBC at a softball game in California. This meeting helped him start writing new ideas for the network. He worked on several projects that were never actually made. One of these was called Cool Culture, which was inspired by his love of surfing. These early steps helped him learn how to produce shows.

In 1992, Carter joined the Fox network to create new shows. He created The X-Files, which became a huge success in the 1990s. The show was about science and mysteries like aliens. It was so popular that it won a Golden Globe Award. The show was so valuable that another network paid $600,000 for each episode to show it again. Because of this success, Carter could make more shows through his company, Ten Thirteen Productions. He also wrote two big movies based on The X-Files. The first movie came out in 1998 and made $189 million worldwide.

Carter also created other television series for the Fox network. He made a show called Millennium, which was about a man named Frank Black. This show won a People's Choice Award in its first year. He also tried making a show called Harsh Realm, but it was canceled after three episodes. Another show he made was The Lone Gunmen, which was a spin-off of The X-Files. This show lasted for one season and had thirteen episodes. Even though some shows were not as popular as others, they helped him grow as a storyteller.

Today, the world of The X-Files is still very active. Carter helped bring the show back for a new season in 2017. He worked with the original stars, Gillian Anderson and David Duchovny. Even though the main actors may move on, Carter has new plans. He is working on an animated comedy spin-off for the series. He believes there is always more to tell in that world. His career shows how a love for stories can lead to many different adventures.
