He was born in 1913 in the Soviet Union. He grew up near the Russian Far East. Later, he moved to North Korea in 1945. People call him the father of North Korean poetry. This is because his style shaped how people write there.

He wrote many poems about leaders and hard work. One of his most famous works is called Mt. Paektu. This poem tells stories about Kim Il Sung. It was very popular and sold many copies. Cho also wrote a poem called "Whistle." This poem was about love. It later became a song that people in both North and South Korea know. During the Korean War, Cho wrote poems to support the war. Sadly, he died in 1951 during an American bombing raid. His poems are still very important in North Korea today. He is often called the "Pushkin of Korea." This name compares him to a very famous Russian writer.
