He worked as a vice-consul in Kaunas, Lithuania, during the Second World War. At this time, many Jewish people were in great danger. They needed to escape from places like Poland and Lithuania to find safety. To travel to other lands, they needed special papers called transit visas. These papers allowed them to travel through Japanese territory. Without these documents, they could not leave the area safely. Sugihara’s actions helped thousands of people find a way to survive.

Helping these people was a very difficult and risky job. The Japanese government had strict rules for giving out visas. They said people must have enough money and a final destination. Most of the refugees did not meet these requirements. Sugihara asked his bosses for help three different times. Each time, the Foreign Ministry told him to say no. He knew that staying in their homes was dangerous for the families. He decided to ignore his orders to protect the refugees.

Sugihara worked with incredible speed and focus to help others. Between July 18 and August 28, 1940, he issued over 2,100 transit visas. He often worked for 18 to 20 hours every single day. He was so fast that he could write 200 to 300 visas in one day. He even continued writing them while he was on a train. He worked until he had to leave his post in September 1940. His wife, Yukiko, supported his choice to help the families.
