It is a major urban center located in northern Mexico. The city is highly ranked for its human and social development. A 2020 report by the UNDP gave the municipality an HDI of 0.842. This score is among the highest in the country. It follows only the areas of Monterrey and Mexico City. The city also shows very high urban competitiveness according to IMCO.

The city sits in a valley at a specific geographic intersection. It is located where the Chuviscar and Sacramento rivers meet.

This location was chosen because it sits between the Río Bravo del Norte and the mining city of Hidalgo del Parral. The name of the city may have several origins. Some say it comes from the Nahuatl language meaning "between two waters." Other definitions suggest it means "place of the holed-rock." A Rarámuri definition describes it as a "dry and sandy place."

The foundation of the city involved a careful decision by Spanish officials. In 1652, a captain named Diego del Castillo founded Santa Eulalia nearby. However, the climate and indigenous attacks made it hard to stay. In 1709, the governor Antonio Deza y Ulloa visited the area.

He met with 16 notable neighbors to discuss where to build a new settlement. They voted on whether to stay in Santa Eulalia or move to the river valley. The vote resulted in a tie between the two groups. Deza y Ulloa cast the deciding vote to found the city in the valley. He named it El Real de Minas de San Francisco de Cuéllar.

Chihuahua has experienced many different political stages throughout its history. In the 18th century, it served as the de facto capital of Nueva Vizcaya. This happened because many governors preferred living there over Durango. During the colonial era, it was a meeting point for Catholic missionaries. These missionaries traveled to the "sierra" to reach the native Tarahumara people. The city also saw significant action during the Mexican-American War. In 1847, U.S. forces occupied the city after the Battle of the Sacramento.

Later, President Benito Juárez made it the seat of his government-in-exile from 1864 to 1867.

The city's economy has changed significantly over the last two centuries. During the 19th century, it became a center for wealthy families and banks. In the 20th century, it moved away from being a cattle and agriculture trade post. The 1970s brought the establishment of foreign manufacturing plants. Today, industry is the predominant activity in the city. This includes heavy industry, light industry, and the production of consumer goods. Some businesses operate as maquiladoras.
