Herzog's early life began in Ireland. He was born in Belfast on September 17, 1918. His father, Yitzhak HaLevi Herzog, was the Chief Rabbi of Ireland. The family moved to Dublin when Chaim was only nine months old. He grew up as an Orthodox Jew and attended traditional Jewish schools. He was also a talented athlete. He competed in sports like cricket, rugby, and boxing.

In 1935, Herzog moved to Mandatory Palestine. He chose this move because he was a Zionist. He studied at religious schools in Jerusalem. During the Arab revolt from 1936 to 1939, he joined the Haganah. This was a Jewish paramilitary group. He later moved to the United Kingdom to study law. He earned a Bachelor of Laws from University College London in 1941.

Herzog's military career was very active. He joined the British Army in December 1942. He trained as an intelligence officer. This role involved gathering and analyzing information. During World War II, he worked in Normandy. He also helped liberate several Nazi concentration camps. He was tasked with identifying Nazi officials. In one instance, he helped identify Heinrich Himmler.

He even helped transport Jews from the Soviet occupation zone to reach Palestine.

After the State of Israel was established in 1948, Herzog joined the Israel Defense Forces. He fought in the 1948 Arab–Israeli War. His intelligence skills were very valuable to the new nation. He served as the director of the Military Intelligence Branch from 1949 to 1950. He later served as a military attaché in the United States.
