A ceasefire is a formal agreement to suspend aggressive military actions during a conflict. It is also known as a truce or a cease-fire. While the terms are often used interchangeably, a ceasefire is generally intended to be binding. This differs from a simple truce or a humanitarian pause. According to the United Nations, a ceasefire often applies to an entire geographical area. It can be a temporary stoppage with a set end date. It can also be intended to last indefinitely.

Ceasefires function through various mechanisms and legal frameworks. They can be part of a formal peace treaty between nations. They can also emerge from informal understandings between opposing forces. Sometimes, a third party acts as a mediator to help reach an agreement. The United Nations Security Council can also impose ceasefires through resolutions. These are known as Chapter VII resolutions under the United Nations Charter. The immediate goal is to stop violence, but the underlying purposes vary widely. Some aim to provide humanitarian aid to civilians in need. Others seek to manage a conflict to reduce its devastating impact.

Researchers Govinda Clayton and Valerie Sticher have classified civil-war ceasefires into three distinct types. The first type is a "cessation of hostilities." This is implemented quickly when trust between parties is very low. The second type is a "preliminary ceasefire." In this stage, negotiations are ongoing and motivations to stop are stronger. However, trust remains low between the combatants. The third type is a "definitive ceasefire." This is part of a broad peace agreement. It often includes complex procedures like disarmament, demobilization, and reintegration.

Data shows that the type of agreement directly impacts how long peace lasts. Clayton and Sticher studied civil war data from 1990 to 2019. They found that definitive ceasefires resulted in much longer periods without violence. Within three months of starting, 30 percent of cessations of hostilities had no deaths. For preliminary ceasefires, that number rose to 50 percent. For definitive ceasefires, 70 percent had no conflict-related deaths. This shows that higher levels of trust and formal structure lead to better outcomes. These agreements are more durable when they reduce uncertainty about an adversary's intentions.

History provides many examples of both formal and spontaneous ceasefires. During World War I, an unofficial Christmas truce occurred on December 24, 1914. Soldiers on the Western Front exchanged greetings and songs between trenches. This was a brief, spontaneous event rather than a signed treaty. In 1949, the Karachi Agreement established a ceasefire line in Kashmir. This was supervised by the United Nations Commission for India and Pakistan. Later, in 1953, the Korean Armistice Agreement was signed. This created the Korean Demilitarized Zone, or DMZ, to separate the fighting forces.

Other historical moments show the complexity of maintaining these pauses. In the Vietnam War, Pope Paul VI convinced a 24-hour truce in 1968. However, the truce was not followed by all parties, leading to further violence. In 1991, Iraq and the UN signed a ceasefire after the Persian Gulf War. Because no formal peace treaty was signed, the war remained in effect for years. Even in 2020, a global ceasefire was appealed by the UN. This was a response to the COVID-19 pandemic, and 172 states supported the appeal. This shows how ceasefires can respond to global crises beyond traditional warfare.

The durability of any ceasefire depends on specific security factors. Agreements are more likely to succeed if they include demilitarized zones. The withdrawal of troops is also a common requirement. Third-party guarantees, such as peacekeeping or monitoring, provide essential stability. For example, the UNMOGIP monitors the ceasefire line in Kashmir. These mechanisms help prevent accidental clashes from spiraling back into full-scale war. Scholars note that ceasefires are more likely when the costs of conflict are high. They also depend on the ability of leaders to make commitments without facing domestic punishment.
