He was born on May 5, 1884, in Jacksontown, Ohio. Osburn is primarily remembered for his extraordinary skill in rifle marksmanship. He achieved incredible success at the Olympic Games. His accomplishments made him a legendary figure in both military and sporting history. He remains one of the most successful shooters in the history of the Olympics.

Osburn's Olympic career spanned three different Summer Olympic Games. He first competed in the 1912 Summer Olympics held in Stockholm, Sweden. He returned to the Olympic stage in 1920. His final Olympic appearance took place during the 1924 Summer Olympics. Throughout these competitions, he demonstrated remarkable consistency and precision. He earned a total of eleven Olympic medals. This tally included five gold medals, four silver medals, and two bronze medals.

His success included two individual gold medals.

His medal count set a massive historical record for American athletes. When counting both individual and team medals, he was the most successful shooter in Olympic history. For many decades, he was the leading male medal winner for the United States. This record stood until Michael Phelps eventually broke it. Before that, the record was also shared by Mark Spitz, who equaled it in 1972.

Osburn's ability to win across different years showed his lasting talent.

Osburn's military career began at the United States Naval Academy. He was admitted as a midshipman on August 1, 1903. He graduated in 1906, which was earlier than his scheduled date. This early graduation helped address a shortage of naval officers at the time.

After graduation, he began a long series of sea assignments. He served on the USS Rhode Island from 1906 to 1908. He then served on the USS Castine, which was a gunboat used as a submarine tender. During operations off Cuba in 1908, he earned the Cuban Pacification Medal.

His naval service involved many different ships and responsibilities. He served on the USS Mississippi near the coast of New England in 1909. In 1912, he was promoted to the rank of lieutenant (j. g.). He later served on the cruiser USS Des Moines from 1912 to 1913. He also served on the presidential yacht, the USS Mayflower.

Later, he reached the permanent rank of lieutenant commander in 1919. He even commanded the USS Schenck, a destroyer built during wartime. He later took command of the USS Dallas in 1925.

Osburn also held important shore duties and technical roles. From 1922 to 1925, he worked in Rochester, New York. He served as the naval inspector of ordnance at the Bausch & Lomb Optical Company. He later worked with the Bureau of Navigation in 1932. He was promoted to the rank of captain on October 1, 1933. In 1937, he became the Director of Naval Reserves for the 12th Naval District. Although he retired in 1939, he was recalled to active duty in 1941. He served as a war plans officer in San Francisco until 1945.

After his long career, Osburn lived a quiet life in California. He settled in St. Helena, located in the Napa Valley, with his wife, Mary. He passed away on December 28, 1966. His legacy was preserved by his family. In 1967, his widow donated his medals, trophies, and memorabilia to the Naval Historical Foundation. These items are now kept by the Naval History and Heritage Command. In 1994, he was inducted into the USA Shooting Hall of Fame. He is recognized as one of the nine greatest marksmen in the United States.
