A by-election is a special vote used to fill a government seat. This happens when a seat becomes vacant between big general elections. A vacancy might occur if a leader dies or resigns from their job. It can also happen if a leader is no longer allowed to serve. This might be due to a criminal conviction or a rule about attending meetings. Sometimes, a seat becomes empty because the previous vote was not fair. In the United States, these are often called special elections.

How these elections work depends on the country and its rules. In many places, like the United Kingdom or Canada, they use single-member districts. This means one person wins the seat for that specific area. In the United States, the Constitution requires special elections for the House of Representatives. However, the rules for the Senate are decided by each individual state. Some systems use party lists to fill empty spots automatically. In these cases, the next person on the list takes the job.

These rules have a long history in many different nations. In 16th-century England, a man named Thomas Cromwell helped create this process. Before his time, seats in the House of Commons often stayed empty. Cromwell made it so the king could call a new election. Later, during the Cavalier Parliament from 1661 to 1679, these votes were very common. In Australia, some places use different names like supplementary elections. These rules help ensure that every area has a representative in government.

By-elections can change how a whole country is run. They are very important if the ruling party has only a small lead. If they lose too many seats, they might lose control of the government. For example, a 1996 by-election in Mundingburra, Australia, changed the government. A court found that 22 military members could not vote in the first race. This led to a new vote where the opposition party won. In 2010, Scott Brown won a special election in the U.S. Senate. This win changed the balance of power in Washington.

People often look at by-elections to guess what happens next. Some think they act like a bellwether for the next big election. This means they think the results show which party will win later. However, many political scientists say we should be careful with this idea. By-elections often have fewer voters than general elections. The people who do vote might be very motivated to support one side. Even so, these small elections can still make a big impact. They can change how much power a political party feels it has.
