Sometimes a seat in government becomes empty. This can happen if a leader quits or dies. It can also happen if a leader is not allowed to stay in office. Sometimes, a seat is empty because a past vote was not fair. To fix this, a new vote is held. This is called a by-election. In the United States, people call these special elections.

By-elections do not happen at the same time as big general elections. They can happen at any time. In England, a man named Thomas Cromwell created a way to fill empty seats. Before him, seats often stayed empty.

These small elections can be very important. They can change which party has more power. If a ruling party loses many by-elections, they might lose control of the government. In 1996, a by-election in Australia changed who was in charge. This happened after a court found a past vote was not fair. These votes can also show how people feel about leaders. However, scientists say they do not always predict the next big election.
