Diplomacy was very important for the ancient rajahnate. A king named Kiling sent a mission to the Chinese imperial court. Initially, the court denied his request for equal status. However, under the reign of Sri Bata Shaja, diplomatic equality was eventually granted. This allowed relations to reach a peak during the Yuan dynasty. Evidence of this wealth remains in the form of gold artifacts. A village in Libertad once specialized in gold production.

History changed significantly during the colonial period. In 1521, Ferdinand Magellan's fleet arrived near the area. A mass was celebrated by the chaplain Friar Pedro Valderrama. This event is linked to the birth of Christianity in the Philippines. There is a historical controversy regarding the exact location of this mass. Some say it was in Limasawa, while others suggest Masao in Butuan. Later, the Spanish incorporated Butuan into the Caraga Region. The 20th century brought both growth and great hardship. In 1902, the city held its first municipal election under American occupation.
