A bureaucracy is a system used to organize large groups. It helps big institutions follow laws and rules. These groups can be governments or private companies. In a bureaucracy, people called civil servants do the work. These officials are not elected by the public. Instead, they are trained professionals who follow set rules. This helps keep things organized and consistent.

Modern bureaucracies usually have four main parts. First, they use a hierarchy. This means there is a clear chain of command. Second, they have continuity. This means workers have full-time jobs and steady salaries. Third, they use impersonality. This means officials follow written rules rather than acting on a whim. Finally, they rely on expertise. This means people are chosen because they have the right training and knowledge.

People have used these systems for a very long time. In ancient Sumer, scribes used clay tablets to track taxes and workers. Ancient Egypt also had a class of scribes to manage things. In China, the Qin dynasty began using dedicated officials to rule. Later, the Han dynasty used the teachings of Confucius to guide government. By 165 BC, Emperor Wen started using exams to find workers. The Song dynasty later made these exams a way to find the most talented people. This system in China lasted until 1905.

Other large empires also relied on big systems of administration. The Roman Empire grew much larger when Emperor Diocletian doubled the number of districts. This created a very large bureaucracy to manage the land. In Persia, the Safavid state used many rules to prevent fraud. Every office had a deputy to keep records for the Shah. This helped ensure that officials worked in the best interest of the leader. In Russia, a strong central bureaucracy helped the government survive even when leaders were weak. In the 17th century, Russian government departments grew from twenty-two to eighty.

Today, people have different feelings about the word bureaucracy. The sociologist Max Weber thought it was the most efficient way to organize humans. He believed it helped maintain order and stopped favoritism. However, he also worried it could become an "iron cage" of rules. Some people use the word to complain about slow processes. They might feel that too many rules make it hard to get things done. Even so, these systems remain a key part of how our modern world functions.
